Stapled keeps sockets open preventing clean termination of haproxy processes

We've been seeing a lot of double, triple etc instances of haproxy.le processes on our proxies since the deployment of stapled. The processes are not gently killable with TERM.

The only way to kill the old haproxy process is with KILL or by restarting stapled. As soon as stapled is restarted the stale haproxy processes disappear.
