Improve upgrade documentation

Tutor don't update the base images it uses to build openedx itself, which makes systems where tutor have been built long ago use a non-upgraded version of Ubuntu for their openedx images. So it would be great if we manually update it during the upgrade procedure.

Also, I found a way to make tutor download images before start or quickstart, which can be useful for upgrades.
