Investigate suitability of Xerte as course creator/tutor reporting dashboard

Related to meta#460.

Xerte is an opensource tool for course creation but it also supports cross platform course content delivery & progress tracking via LTI/xAPI. @maarten has created an instance and we are testing. Next stage requires OpenEdx instance to support LTI publication as a "provider".
