Resolve "Deploy to something other than "course uploads""

This MR automatically deploys the javascript exercises to www-staging.totem-project.org and totem-project.org. This makes it wayyyy easier to include the exercises in courses.

The MR also makes the (dev) server and build folder structure the same, because the only reason that production had a flat folder structure was that we couldn't upload folders to edX's course uploads.
